The FSSA 2025 is Singapore's landmark new food safety law, passed on 8 January 2025, which consolidates nine previous food-related statutes into a single framework. It is being implemented in phases from November 2025 through to 2028. The law applies to virtually all food businesses in Singapore — including manufacturers, processors, importers, exporters, food service operators, and central kitchens. Key new obligations include mandatory Food Control Plans, tightened traceability and record-keeping requirements, and enhanced licensing frameworks. Penalties for non-compliance have been significantly increased. We recommend all licensable food businesses conduct an FSSA 2025 readiness assessment — contact us for a free initial discussion.
The timeline depends on the size and complexity of your operation, the current state of your food safety management systems, and the specific certification standard targeted. For most businesses, we plan for an 8 to 16-week preparation period from the start of our engagement to audit readiness. Businesses with prior ISO 22000 or HACCP implementation may achieve this more quickly. The certification audit itself is conducted by an accredited Certification Body (such as SGS or TÜV SÜD), and it typically takes 2 to 4 weeks to receive your certificate following a successful audit. We manage the entire process, including selecting and liaising with the Certification Body on your behalf.
Training provides your team with knowledge and understanding — consultancy translates that knowledge into working systems specific to your operations. For small operators with straightforward operations and no immediate certification or export goals, good quality training combined with strong internal discipline may be sufficient for day-to-day SFA compliance. However, if you are setting up a new central kitchen, planning to expand into retail or export, targeting MUIS halal certification, or need to develop a Food Control Plan under the FSSA 2025, consultancy support will save you significant time, reduce the risk of non-compliance, and typically deliver a faster, more reliable outcome than doing it alone. All three are internationally recognised food safety management standards, but they serve different purposes and are recognised differently by retailers and markets. ISO 22000 is a broad, internationally applicable standard covering all types of food chain organisations. FSSC 22000 builds on ISO 22000 by adding sector-specific technical specifications and additional requirements (including food fraud and food defence), and is benchmarked by the Global Food Safety Initiative (GFSI). BRCGS is a UK-origin standard widely required by European and UK retailers, with a strong emphasis on documentation, audit transparency, and a graded outcome system. The right choice depends on where you want to sell your products and what your customers or buyers require. We will advise you on the most commercially appropriate standard during our initial scoping discussion.
We use a value-based pricing model and offer both day-rate and fixed-price project engagements, depending on the nature of the work. Gap analysis and advisory work is typically priced on a day-rate basis (SGD $1,800–$2,500 per consultant day). A Food Control Plan (FCP) is a formal document that outlines the food safety management approach and preventive measures a food business has in place to ensure the food it produces, handles, or supplies is safe. Under the Food Safety and Security Act 2025, all licensable food businesses in Singapore are required to develop and implement an FCP as part of their licensing obligations. The FCP does not prescribe specific measures — businesses have flexibility in determining the controls that work best for their operations — but it must demonstrate that you have systematically identified food safety risks and put appropriate controls in place.
